According to a massive new data census of the storefront, generative AI game development is scaling so fast that over half of all new releases on Valve’s platform could feature artificial intelligence by 2028. What began as a trickle of experimental projects has ballooned into an industry-shifting flood, fundamentally altering the fabric of how interactive entertainment is made, marketed, and consumed.

Instead, he analyzed a staggering 53,597 titles released between July 2023 and July 2026.

This sweeping analysis was made possible strictly because of the Valve AI game rules introduced in January 2024. Valve mandated that creators disclose any artificially generated content directly on their store pages. This Steam AI disclosure policy created a reliable, machine-readable paper trail. The findings are staggering. When the rule first took effect in 2024, roughly 10.9% of games acknowledged using machine learning tools. That figure climbed to 19.9% in 2025, and reached a massive 30.8%—nearly one in three new titles—by mid-2026.

Driving the Platform's Growth

Non-AI games are still releasing at a healthy clip, growing from about 1,030 to 1,320 a month since early 2024. However, Steam AI games are currently arriving at a pace of roughly 530 per month. As Haro points out, between 60% and 90% of the overall growth in monthly storefront releases is now driven entirely by AI-flagged projects. If this current trajectory holds steady, the 50% threshold will easily be crossed sometime between 2027 and 2028.

Fueling the Fire: Shovelware on Steam

Because machine learning dramatically lowers the barrier to entry, it is enabling a massive influx of shovelware on Steam. The study reveals that first-time “AI developers” are three times more likely to release five or more titles compared to traditional studios. Rather than painstakingly crafting a single passion project, some opportunists are churning out multiple low-effort digital assets disguised as fully realized games.

Yet, a closer look at the ecosystem reveals a nuanced picture. The established industry is treating these tools with immense caution. Haro noted that 80% of the 37,000 distinct publishers on the platform have never shipped a single AI-assisted title. Furthermore, of the publishers who did test the waters, 89% stopped after shipping exactly one release. The slop factory is certainly operating, but it is driven by a small, hyper-active subset of creators rather than the entire professional industry.

The Financial Reality of Artificial Generation

You might assume that this digital gold rush is making opportunistic developers incredibly wealthy. The reality is far less glamorous. Despite the surging volume of these titles, they account for barely 10% of total storefront revenue. Most are failing to find a paying audience.

Haro is blunt in his assessment: almost none of these AI-driven games make money, simply because almost no games make money on the platform to begin with. The storefront has always been wildly hit-driven, with the top 1% of products traditionally hoovering up about 94% of consumer spending. Using generative mechanics does not act as a magical fix for poor game design, bad marketing, or a lack of community interest.

Gamers are increasingly hyper-aware of storefront assets that feel synthetically produced. Users frequently feel cheated when they purchase a product lacking human intention and creative execution. When an algorithm primarily drives the artistic direction, audiences frequently abandon the software before leaving a positive review, severely limiting early algorithmic momentum.

As we hurtle toward a reality where a coin flip could determine whether the next big release features human-coded algorithms or machine-generated assets, the industry faces an identity crisis. The technology is undeniably powerful, capable of accelerating workflows and opening doors for solo creators who previously lacked the financial resources to build expansive, engaging worlds.
